What is PMKVY?
PMKVY was launched on 15th July 2015 and operates under the National Skills Development Corporation (NSDC). The scheme aims to train over 10 million youth by 2020 through skill development programs across various sectors and industries.

The Pradhan Mantri Kaushal Vikas Yojana (PMKVY) is a flagship scheme initiated by the Government of India. It was launched in 2015 with the objective of providing skill development training to the youth across the country and enhancing their employability. The scheme is implemented by the Ministry of Skill Development and Entrepreneurship (MSDE) through the National Skill Development Corporation (NSDC).
PMKVY aims to impart industry-relevant skills to individuals, enabling them to secure better employment opportunities and lead productive lives. The scheme offers short-term training programs that are aligned with the National Skill Qualification Framework (NSQF). These programs focus on specific job roles and sectors, including manufacturing, construction, healthcare, hospitality, retail, and more.
PMKVY engages various training providers to deliver skill development programs. These providers include government institutions, vocational training centers, private training organizations, and industry associations. The diverse range of training providers ensures accessibility and coverage across different regions and sectors.
PMKVY offers a wide array of skill development courses to cater to the diverse needs of the workforce. The courses cover sectors such as retail, hospitality, healthcare, construction, automotive, and many more. PMKVY recognizes the value of skills acquired through informal means or prior work experience. The Recognition of Prior Learning (RPL) component allows individuals to get their existing skills certified. The assessment process plays a crucial role in validating the skills acquired by the trainees. Authorized assessment agencies evaluate the performance of the candidates through practical examinations and interviews. Upon successful completion, the candidates receive a skill certificate that is recognized nationally.
PMKVY strives to bridge the gap between skill development and employment. It facilitates placement assistance for certified candidates by organizing job fairs, career counseling sessions, and connecting them with potential employers. These include limited awareness in remote areas, the need for continuous upskilling to match evolving industry requirements, and ensuring the quality of training delivery. However, with consistent efforts and collaboration between the government, industry, and training partners, PMKVY aims to overcome these challenges and continue its mission of skilling the Indian workforce.
Some Basic
With an aim to empower the country’s youth and continue the journey of the Skill India Mission in building India as the skill capital of the world, the Ministry of Skill Development and Entrepreneurship (MSDE) launched the third phase of its flagship scheme — Pradhan Mantri Kaushal Vikas Yojana (PMKVY 3.0) on 15 January 2021. PMKVY 4.0 will encourage and promote skill development throughout the country to address industry needs, meet market demands and impart skills in services and in new-age job roles that have become crucial with the advent of the COVID-19 pandemic. Incorporating the learnings from PMKVY 1.0 and PMKVY 2.0, PMKVY 3.0 will be implemented in a more decentralized structure with greater responsibilities and support from States/UTs and Districts. District Skill Committees (DSCs), under the guidance of State Skill Development Missions (SSDM), shall play a key role in addressing the skill gap and assessing demand at the district level. The new scheme will be more trainee and learner-centric addressing the ambitions of Atmanirbhar Bharat.
The focus of PMKVY 3.0 (2020-21) has been shifted from a supply-based approach to a demand-based approach. In the wake of disruption caused by COVID-19 and the resultant impact on livelihood, the scheme (PMKVY 3.0) will give major focus on upskilling/reskilling with a focus on future skills (industry 4.0) courses to increase the productivity of the existing workforce and provide online/digital mode of training for wider coverage.

SHORT TERM TRAINING
(STT):
STT component imparted at PMKVY Training Centres (TC) is expected to benefit candidates of Indian nationality who are either school/college dropouts or unemployed. Apart from providing training according to the National Skills Qualification Framework (NSQF), TCs also impart training in soft skills, entrepreneurship, financial and digital literacy. Upon successful completion of the assessment, candidates are provided placement assistance by training providers.
RECOGNITION OF PRIOR
LEARNING (RPL):
Recognition of Prior Learning (RPL) is a skill certification component to enable Indian youth to take on industry-relevant skill certification which will help them to secure a better livelihood. Individuals with prior learning experience or skills can register themselves and get assessed and certified under the RPL component of PMKVY. It focuses mainly on individuals engaged in unregulated sectors.
SPECIAL PROJECTS :
The Special Projects component of PMKVY envisages the creation of a platform that will facilitate training in special areas and/or premises of Government bodies, corporates, or industry bodies, and training in special job roles, not defined under the available Qualification Packs (QPs)/National Occupational Standards (NOS). Special Projects require some deviation from the short-term training guidelines under PMKVY. A proposing stakeholder can be institutions of Central or State Government(s), an autonomous body/statutory body or any other equivalent body or a corporation that wants to provide training to candidates.
